General Order 20-11 Reclosing Intake Area in the Santa Ana Division

On November 27, 2020, Chief Judge Maureen A. Tighe issued General Order 20-11 In Re: Procedures for Phased Reopening During COVID-19 Public Emergency – Reclosure of Santa Ana Public Intake Area in response to the ongoing COVID-19 pandemic and to more closely align with District Court operations in light of the United States District Court General Order 20-15, entered on November 25, 2020, which closed the Ronald Reagan Federal Building and United States Courthouse in Santa Ana to the public after assessing local COVID-19 exposure risks based on 14-day trends of facility exposure, community spread, and community restrictions.

Effective Monday, November 30, 2020, the Intake area of the Santa Ana Division will again be closed to the public pending further order from the Court. The Intake areas of the Edward R. Roybal Federal Building and United States Courthouse in Los Angeles, the San Fernando Valley Division Courthouse, and the Northern Division Courthouse in Santa Barbara will remain open to the public to accept in-person filings. The Intake area in the Riverside Division remains closed. Individuals filing bankruptcy without an attorney may also file by mail or through the Court’s Electronic Self-Representation (eSR) module. Please refer to General Order 20-11 for specific filing requirements. 

Judges will continue to hear matters remotely through telephonic or by video service, except a judge may order an in-person hearing where necessary in an emergency. Previously issued guidance regarding face coverings in Court facilities, mediations, and judges’ or courtesy copies remains in place.
