LBR 3015-1(t) provides the procedure for a chapter 13 debtor to apply for entry of a discharge.  After the chapter 13 trustee files a notice that all plan payments have been made, the next step is for the debtor to file an application to receive a discharge.

On the application, the debtor must indicate that the debtor timely completed a course in personal financial management.  EFFECTIVE DECEMBER 1, 2024, proof of completion is made by filing a Certificate of Debtor Education.  The Certificate is obtained from the approved provider of the course.  The old form was "Official Form 423," which is no longer available. 

If the debtor does not timely file an application for discharge, the chapter 13 case will be closed without entry of discharge.
